| Paragon's Role: | On
the construction phase of the Dallas Area Rapid Transit's Light Rail Starter
System, Paragon provided quality assurance/inspection services and project
control services. Quality assurance/inspection services were provided on
the Central Business District portion of the system. Paragon monitored the
conformance of the contractor's construction work with the project drawing
and specification requirements for the major utility reconstruction, street
reconstruction, track installation, and light rail station construction
performed within the central business district portion of Dallas, Texas.
Paragon prepared CPM schedules, reviewed schedule updates received from the contractors, reviewed change orders to assess their impact on the construction schedule, and analyzed claims to prepare defenses against them on these three mile long portions of the system. One claim on OC-2, for which an as-built schedule analysis and negotiation recommendations were prepared, was a request for adjustment of $1.3 million and 210 days of delay. Construction work included within these portions of the light rail system included at-grade and aerial railways, bridge reconstruction, station construction, a pedestrian tunnel, a park and ride lot, and several at-grade crossings of streets with the track. |
