Project Description: This project involved construction of an 8,500-foot runway including associates taxiways, taxiway bridges, and related facilities. This project required extensive coordination among contractors, the FAA, and DFW International Airport as well as multiple contracts, as follows:
Grading and Drainage:
The initial project was a 5.5 million CY earthwork contract, including grading, drainage structures, and relocation of NAVAID cables.
Taxiway EL, Taxiway ER and ARFF Road Bridges:
Following the grading and drainage was an extension of existing Taxiways EL and ER, the construction of a new ARFF road from DPS Station 1 to the new runway, and the construction of bridges for Taxiways EL and ER and the Air Rescue Firefighting (ARFF) Road over East Airfield Drive.
Taxiway ER & P (N) Extensions:
This work involved general construction of extensions to Taxiways ER and P and construction of associated ARFF Roads, including underground utilities, earthwork, demolition, asphalt and concrete paving, structural concrete, traffic control, fencing and installation of airfield electrical improvements. A unique phase of the project was installation of a new chiller and associated mechanical / electrical / plumbing (MEP) improvements at DPS Station 1.
Paving and Electrical / Runway Protection Zone:
This work involved general construction of paving and electrical work on Runway 17L/35R and its associated taxiways, high-speed exit taxiways, ARFF emergency roadways, maintenance roadways and electrical vault.
Demolition of Transportation Complex & Relocation of Valley View:
In order to complete construction of Taxiway ER to the new runway, the existing Transportation Maintenance Building was demolished.
Paragon's Role: As Construction Management Consultant, Paragon participated in the initial planning and value engineering services throughout the project, and recommended structuring the construction packages so that the runway could be placed in service months ahead of schedule, thereby accelerating the realization of revenues for DFW and its tenant airlines. Paragon assisted in saving DFW International Airport $10 million and 5 months for the construction of a new 8,500-foot runway. Paragon's responsibilities also included review of all schedules and developing recovery schedules and turnover schedules to permit incremental turnover of areas. In addition, all estimates for change orders on these projects were prepared by Paragon staff.

Runway 17L/35R included all levels of construction management from field inspectors to project managers on multiple contracts involving initial grading and drainage through final turnover to air operations. Utilizing various systems for project and document controls, Paragon managed and coordinated all site activities including testing, FAA calibration, payments, field inspections, RFI's, submittals, permitting, record drawings, and close-out. The project was completed ahead of schedule, under budget, and with no claims.
