Project Name: Runway 11-29 Overlay and Taxiway W Conversion
Location: Port of Oakland, CA
Project Description: The Project consists generally of construction of overlay of Runway 11-29 and conversion of Taxiway W to temporary Runway 12-30, at the south Field. The work consists of a six-inch overlay of Runway 11-29 and the conversion of Taxiway W to temporary Runway 12-30 for use during the period of the overlay of Runway 11-29. The work was performed in multiple phases to minimize disruptions to aircraft operations.

Schedule of Work (Phasing):
Phase I: Converted Taxiway W between Taxiway U & V to a 150 foot wide taxiway suitable for use as a runway including installation of temporary and permanent light fixtures. This phase of the work is scheduled for 24 calendar days.
Phase II: Converted the north half Taxiway W not between Taxiway U & V to a 150-foot wide taxiway suitable for use as a runway including installation of temporary and permanent light fixtures. This phase of work is scheduled for 13 calendar days.
Phase III: Converting the remaining south half Taxiway W not between Taxiway U & V to a 150 foot wide taxiway suitable for use as a runway including installation of temporary and permanent light fixtures. This phase also requires the final striping of the taxiway as a runway. This phase of the work is scheduled for 8 calendar days.
Phase IV: Overlaying the existing Runway 11-29 with approximately 6 inches of asphalt. This phase of the work is scheduled to start no earlier than August 4, 2001 and to be completed no later than August 30, 2001.
Phase V: Converted Taxiway W back to a taxiway including removal of runway markings and permanent light fixtures. This phase of the work is scheduled for 14 calendar days.
Phase VI: Completed the grooving of the newly over-laid runway. This phase of the work is scheduled for completion over a period of 19 consecutive Monday night closures.
Paragon's Role: As Prime Consultant, Paragon coordinated an extensive Team effort to overlay a 10,000-foot runway for the Port of Oakland in just five days. This $10 million dollar project was completed ahead of the Port's original 10-day schedule. An existing taxiway was converted to serve as temporary runway to avoid complete shutdown of operations while the overlay was being placed. Approximately 104,000 tons of asphalt was overlaid as well as raising or replacing over 650 center and edge lights. Our construction management staff along with the contractor, and other key sub-consultants participated in an extensive planning effort well in advance identifying all potential conflicts and establishing back-up procedures. This project resulted in significant time and cost savings to the client.
